Port Management Container Services Ltd (PMCS), a fully owned subsidiary of Aitken Spence PLC has formed a strategic partnership with Colombo International Nautical & Engineering College (CINEC). This agreement was concluded on 30th March 2010.

CINEC a Company in the Ceyline Group was established in 1990, to provide professional learning to seafarers and is the largest maritime education and training facility approved by the directorate of Merchant Shipping in Sri Lanka. The primary objective of the organization is to develop skills of seafarers to meet the requirements of IMO/STCW ’95 convention and to develop and maintain their professional standards consistently demanded by ship owners. CINEC was judged to be the best Education and Training facility in the island and bestowed with the prestigious National Quality Award in 1999, 2004 and again in 2009.
CINEC is affiliated to the University of Wolverhampton in the UK and offers various Degree Programmes.
CINEC is also affiliated to the University of South Australia (UniSA) Adelaide.
Furthermore in June 2009, CINEC signed up with Dalian Maritime University of China to conduct BSc and MBA degree programmes in the fields of Information Technology, International Transportation Management, Planning and Logistics Management and Supply Chain Management. This was the first branch of its kind opened by the Dalian Maritime University.

DMU has over 100 year tradition of excellence in teaching, learning & research. It enjoys a high reputation internationally & has been recognized by the International Maritime Organization (IMO) as being an excellent centre for maritime education & training.
Port Management Container Services Ltd is the first Sri Lankan company to venture into port efficiency enhancement management overseas. PMCS presently provides services in the South African Ports of Durban, Cape Town & Ngqura.
